Protect incarcerated women from shackling!

Even though Massachusetts enacted a law two years ago to protect incarcerated women from the risks of shackling, our new report exposes several problems:

  • Breaking-Promises-coverWomen are still being handcuffed in labor, restrained to the hospital bed after giving birth, and shackled at the ankles and around the waist during postpartum recovery
  • Women are still being driven in vehicles without seatbelts to keep them safe during pregnancy and postpartum recovery
  • Knowledge of the law varies not just from one prison or jail to another, but among corrections personnel who work for the same prison or jail

H.3679, “An Act to Ensure Compliance with the Anti-Shackling Law for Pregnant Incarcerated Women,” addresses these problems by requiring training of corrections personnel and adding oversight.
